Goedenavond, ik ben Lex Kleinhout, voorzitter-secretaris van Huurdersvereniging BC Hoofddorp-centrum.

Namens het bestuur heet ik u van harte welkom en wens u een gezellige avond.

Het belangrijkste van deze avond is natuurlijk kennis te maken met uw medebewoners en het bestuur onder het genot van een hapje en een drankje verzorgd door Avida Catering en Events.

De afgelopen jaren is er veel gebeurd in onze complexen:

  1. Voorheen hadden wij uitsluitend te maken met Amvest; nu zijn er verschillende eigenaren
  2. Voorheen hadden wij uitsluitend te maken met vastgoedbeheerder MVGM-wonen; na zijn er verschillende vastgoedbeheerders.
  3. De meeste complexen hebben inmiddels een Vereniging van Eigenaren (VvE) en worden uitgepond. Dit betekent dat veel leegkomende woningen worden verkocht aan particuliere eigenaar-bewoners.
  4. Jaar voor jaar is er geen, te weinig of slecht onderhoud gepleegd aan de complexen in het geheel alsmede aan de appartementen
  5. Hierdoor nemen de storingen toe en verloederen de complexen.
  6. De vastgoedbeheerder voor de huurwoningen verschuilt zich achter de VvE c.q. MVGM-VvE in Amsterdam en die wil geen contact met onze huurdersvereniging omdat ze ons te lastig vinden.
  7. Verdeel en heers, dus lekker niets doen is prettiger voor hen.
  8. Het feit dat de complexen niet alleen uit huurders bestaat maar ook uit eigenaar-bewoners kan gunstig zijn door de diversiteit naar leeftijd en samenstelling binnen een complex.
  9. Een Vve-eigenaar/bewoner heeft hetzelfde belang als een huurder en dat is een goed onderhouden storingvrij complex in een veilige alsmede prettige leefomgeving.
  1. Tijd dus om de handen ineen te slaan en de huurders alsmede de eigenaar-bewoners te verenigen in één overkoepelende organisatie “Bewonersvereniging Hoofddorp-centrum”, want samen staan we sterk t/o grote organisaties als VB&T en MVGM.
  2. Ons bestuur is druk bezig om in samenwerking met de Vereniging van Huurders in de Haarlemmermeer en de Woonbond de juiste vorm en organisatie te realiseren.
  3. Wij houden u op de hoogte door middel van de WhatsApp groepen en onze website.
  4. Elke complexgroep heeft een eigen WhatsApp groep en ik roep iedereen op om zich via ons secretariaat aan te melden voor de groep.
  5. Tevens willen wij ons bestuur versterken met meer leden en contactpersonen in de complexen, ook eigenaar-bewoners

Dames en heren, ik vraag nu uw aandacht voor de presentatie van de Gemeente Haarlemmermeer en de projectontwikkelaars over de ontwikkeling van Haarlem-centrum in het algemeen en het Binnenwegterrein in het bijzonder.

Na afloop van de presentaties kunt u vragen stellen aan de betrokken gemeenteambtenaren en projectontwikkelaars.

Ik verzoek u de presentaties niet te onderbreken.

Opening speech (Dutch/English) by the chair during the residents’ evening on October 15, 2026

Good evening, I am Lex Kleinhout, Chair-Secretary of the Tenants’ Association BC Hoofddorp-Centrum.

On behalf of the board, I would like to extend a warm welcome to you all and wish you a pleasant evening.

The main purpose of tonight is, of course, to get to know your fellow residents and the board, while enjoying some snacks and drinks provided by Avida Catering and Events.

A great deal has changed within our residential complexes over the past few years:

1. Previously, we dealt exclusively with Amvest; now, there are several different owners.

2. Previously, we dealt exclusively with the property manager MVGM-Wonen; now, there are multiple property managers involved.

3. Most of the complexes now have an Owners’ Association (VvE) and are being sold off unit by unit. This means that many apartments, once vacated, are being sold to private owner-occupiers.

4. Year after year, there has been either no maintenance, insufficient maintenance, or poor-quality maintenance—both for the complexes as a whole and for the individual apartments.

5. As a result, the number of technical issues is increasing, and the condition of the complexes is deteriorating.

6. The property manager for the rental units hides behind the Owners’ Association (or, specifically, the MVGM-managed VvE in Amsterdam), which refuses to engage with our tenants’ association because they find us too troublesome.

7. It is a classic case of “divide and conquer”—it is simply more convenient for them to do nothing at all.

8. The fact that these complexes consist of both tenants and owner-occupiers can actually be a positive thing, as it brings a greater diversity in terms of age and household composition.

9. An owner-occupier shares the same interest as a tenant: a well-maintained, trouble-free complex situated within a safe and pleasant living environment.

10. It is therefore time to join forces and unite both tenants and owner-occupiers into one overarching organization: the “Hoofddorp-Centrum Residents’ Association” (“Bewonersvereniging Hoofddorp-centrum”). Together, we are in a much stronger position when dealing with large organizations like VB&T and MVGM.

11. Our board is currently working hard—in collaboration with the Haarlemmermeer Tenants’ Association and the Woonbond (national tenants’ union)—to establish the appropriate structure and organization.

12. We will keep you informed via our WhatsApp groups and our website.

13. Each residential complex has its own dedicated WhatsApp group; I encourage everyone to sign up for their respective group by contacting our secretariat.

14. We are also looking to strengthen our board by recruiting more members and designated contact persons within the various complexes—this includes owner-occupiers.
